My 3' 8" - 5 year old's feet just touch the ground nicely with the seat almost all the way down (about 3/4" to spare). Which, by the way... the seat is extremely nice. Its like a microfiber leatherette but looks and feels very much like real leather. Nice to the touch and has a firm memory foam like cushion for his rear. The cranks have a very smooth stroke when he pedals. NO cheaply made box store bike creaks or weird noises to be heard. It has a nice quality sounding free spool ratcheting when he coasts. And it coasts very well. It has a coaster brake, which I like, because he hasn't quite grasped the idea of the hand brake just yet. Hand brake is well made and stops the bike well. When you pull the hand brake it has a smooth action and easily locks the rear wheel if needed (my 13 year old tested it), it also springs back with good force and feels well made. No dragging on the wheel rim (which is also true and straight). The pull is a bit long for my 5 year old to reach, but he's working on it. Its a nice hand brake. The paint finish is very nice. The decals are attractive an well applied. The grips are nice to the touch, they are not cheap feeling or looking. The pedals rotate freely and smoothly. The neck clamp is very quality. No worries on the handle bars slipping back. We immediately ditched the training wheels and got straight to 2 wheel riding. The steering is direct and quick but the bike balances nicely as my 5 year old who has just transitioned from a 12" bike was immediately at home on it. I was honestly shocked and how fast and confident he was on his new bigger bike. He is SO much faster on this bike. The bearings seem to be of good quality everywhere on the bike. Compare the front fork, spoke count and wheel rims to box store bikes. Clearly this is of better construction. Also, its surprisingly light. My sons 12" Lightning McQueen bike is 16 lbs (and its tiny) and this 16" bike is only 21.2 lbs. Even the tires have a quality feel and look to them. For the price, its a solid 5 stars. Most important, my son absolutely loves it. Haro hit the mark on this 16" bike.
